Evolving Roles of Standards in Technological Innovation - Evidence from Photovoltaic Technology

Although standards can inhibit innovation under certain circumstances, recent research shows that, more generally, they play critical roles in supporting technological innovation and industrial emergence. Hence, there has been an increasing interest in advancing knowledge of the roles of standards in emerging technologies; however, there is as yet limited understanding of how and when different types of standards influence the innovation and emergence of new technologies. This is due to the complex dynamics and high uncertainties associated with technological innovations, as well as the variety of different types and functions of standards. In this regard, the current research proposes a novel empirical approach to analysing what roles are played by different types of standards at different phases of technological innovation, supporting innovation and diffusion of emerging technologies. Using historical data on standardisation and development of photovoltaic (PV) technology, a case study analysis is carried out in order to investigate if there are any patterns and trends to be observed on evolving functions of standards during the innovation journey. Then, roadmapping framework is used to examine overall dynamics of technological innovation with greater focus on standardisation, identifying important issues and characteristics regarding PV standardisation. Base on these empirical analyses, the paper proposes a new (preliminary) conceptual framework for standardisation in technological innovation. It is expected that this research broadens the evidence base to inform standard organisations and policymakers for more anticipatory standardisation activities, ensuring an effective management of technological innovation.
